Base Gohan appears to weild the sword much better than everyone else, this would include SSJ Gohan Pre Z Sword. Kaioshin thinks he might have obtained the greatest power in the world after training. Kaioshin says if Gohan goes SSJ it will be a more substantial power-up. I think that Kaioshin specifically saying SSJ should count for something, especially when Goku doesn't bring up anything about SSJ2 for clarification., Secondly, its never hinted that Gohan could now freely access SSJ2. personally Goku was referring to the power Gohan is able to freely access.

Kai has seen Gohan's true power at least once already. I think Goku would be referring to his true power from what I said above.^^
